Does it matter which country I am in to pursue this dive?
The best news about drawing is that, no matter where you are in the world, you can quite easily develop and improve your drawing skills. As long as you have access to a paper (or laptop, envelopes, or even toilet paper) you will be able to practice your skills, improving every day.
The bottom line is no: it doesn't matter at all which country you are in. Wherever you are, you can start learning or improve your drawing skills.
